While that's an interesting mod, overall the output of this unit is low and rather noisy. When the toggle is up, it works normally, cutting at the selected frequency. There's also an extra potentiate on the back that adjusts the gain in addition to the one on the front.

It appears that it has been modified at some point, with switches for each channel so you can boost as well as cut the gain on each band. When the toggle is down, you get a reciprocal boost at that frequency.
